Another Liberal Myth!!! "Tax cuts make the rich pay less taxes and drive up deficits"

By Rev. Dr. David M. Berman Th.D

 www.wakeupandsmellthetruth.com

With the liberal takeover of the House and Senate, it is clear that they will be spewing the same old myths that they always send out through the willing media. It must be said their standard myth about taxes is probably the myth that most people swallow hook, line, and sinker. There is an inherent problem with the basic human condition that makes us envious of others who have more than we do. We hear the cry of the left every time someone has the courage to call for tax cuts. Why do they cry foul? Why is it that tax cuts are a proclamation of a position that is equal to swear word that must not be uttered around women and children? One would think that those words have brought about a scourge on the earth and the destruction of the “little guy”. The liberals always cry out about how unfair it is that those mean old rich people get to have their taxes cut, while the poor pay to support this country. On the surface to those who are clueless as to how an economy works, this seems like a fair cry. After all, do the “privileged rich people” really “need” a tax break?

The question, “Do the rich need a tax break?” is a question that demands two answers. The first answer is a philosophical one. The first issue begs the question; what does “need” have to do with freedom to own one’s property? In a free society the issue of people prospering based on need is contrary to freedom principles and down right Communist. There is no constitutional requirement or authority given to have someone’s personal property confiscated simply because some government agency or political body decides they have enough! That concept comes from the pit of communist Marxist Hell. Marx himself said the following:

“The theory of the Communists may be summed up in the single sentence: Abolition of private property.”

“From each according to his abilities, to each according to his needs.”

“Capital is dead labor, which, vampire-like, lives only by sucking living labor, and lives the more, the more labor it sucks.”

“Society does not consist of individuals but expresses the sum of interrelations, the relations within which these individuals stand.”
-Karl Marx

We know the utter destruction and failure of Marxist communist philosophy. We know of the 70 years of oppression in the Soviet Union. The lack of food and quality of life comes from such disregard for freedom in economic principles. This is a fact of history. There has never been anything but destruction caused by Marxist ideology. All one has to do is look at North Korea to see communist continued failure. Communism and Socialism is a direct enemy of the Constitutional Republic that is the United States of America. America eats better, sleeps better, lives better then any communist country does or ever did because of our founding principles of liberty.

The hatred for those who prosper is counter productive and only leads to all people prospering less. “Need” is not an issue that is to determine personal property rights. This is a fact of our founding principles of freedom, and the founding fathers were well aware of the power of government to expand through confiscation of what belonged to individuals.

The next answer to the question, “Do the rich need a tax break?” is the economic one. The second answer is what happens when the idea of decreasing taxes is adopted. Those who say they need more taxes paid by the “rich” often either do not understand economics, or are simply interested in class envy. The truth is that what happens when taxes are cut is counter intuitive. When taxes are cut the rich pay more taxes not less. How can this be? How can it be that if taxes are cut they pay more? The answer is a simply one. The answer is that when overall tax margins are cut it stimulates more economic activity. Those who are in the upper levels of income begin to make more money. When more money is made they have to pay taxes on more income. So although they received a “tax cut” on the percentage of money they pay in taxes, they end up paying more money overall than they did when they were taxed at a higher rate. The liberal myth that the “rich” are not paying their fair share is an outright lie. The upper-income people of this country pay most of the taxes. During the Reagan years when he cut marginal tax rates, the income paid to the government increased dramatically. This is not opinion. This is fact. There is no debate about that except by those who can’t bring themselves to admit the error of their leftist philosophy.

In the 1980’s the great President Ronald Reagan argued that the tax burden placed on business and individuals was counter productive. He made the argument that President John F. Kennedy made in the 1960’s. The predictable chicken little “sky is falling” response to President Reagan was pronounced by the liberals. They said that this was unfair and that the government could not “afford” the tax cuts. It is interesting to note that when liberals want to raise taxes, they never stop to ask if the individual tax payer can “afford” it. What is the truth about the myth proclaimed by the left along with their liberal propaganda partners in the mainstream media? The truth is as follows:

1) In the 1980’s, total revenue growth shows that federal revenues doubled from $517 billion to $1.031 trillion. From 1981 to 1989 real federal revenues climbed by 20 percent.

2) When looking at income tax receipts only, income tax revenues grew significantly in the 1980s. In 1981 income tax receipts totaled $347 billion and grew to a total of $549 billion by 1989. This amounts to a 58 percent increase. The truth is that real income tax revenues rose by 16.3 percent from 1982 to 1989 after the top income marginal tax rate had been reduced from 70 percent to 50 percent in 1983, and then to 28 percent in 1986.
(Source - Congressional Budget Office "Economic and Budget Outlook," Dec/1990.)

If the issue was about how much taxes are collected by the government then what would be the problem with this result? For the left it is a matter of ideology. They don’t care about that. Ultimately they are anti capitalist. They hate the fact that Reagan was right. To them it is unfair that people can make more money than they “need”. (This of course does not apply to the left themselves in their elitist attitude) They also continue the myth by claiming that even if it is true that more revenue comes from to the government from tax cuts, it is still the poor who are paying for the rich. This is an outright lie. Here are the facts.

1) A) In 1981 after years of high tax margins under President Carter the top one percent of income earners were paying 18 percent of the taxes collected by federal government.

B) By 1990 after marginal rates were cut under President Reagan the top income earners were paying 25 percent of the taxes collected by the federal government.

2) A) In 1980 the top five percent of income earners paid 35 percent of the taxes collected by the federal government.

B) By 1990 the top five percent of income earners were paying 40 percent of the taxes collected by the federal government.

3) A) In 1980 the bottom 50 percent of income earners were paying seven percent of the taxes collected by the federal government.

B) By 1990 the bottom 50 percent of income earners were paying six percent of the taxes collected by the federal government.
(Source – Tax foundation “Tax features” Aug/1992)

The myth is that the rich do not pay taxes. The myth is that the poor pay to support the “tax cuts for the rich”. This is a lie. The facts are clear that every time taxes are lowered it increases the amount of revenue that is collected by the federal government. This happened when President John F. Kennedy cut taxes in the 1960’s, this happened when President Reagan cut taxes in the 1980’s, and this happened when President George W. Bush cut taxes in his first term. Revenue to the federal government increased! The critics point to federal budget deficit under President Reagan in the 1980’s, and the federal budget deficit under President George W. Bush. They say that the tax cuts have caused the deficit and that taxes need to be raised in order to fix the deficit problem.

We have seen clearly that increasing taxes lowers federal revenue because of the negative effect on economic growth. We have seen that the federal revenue increases with marginal tax cuts due to economic growth. So why is the deficit under President Reagan? Why a deficit under President George W. Bush? The logical conclusion based on facts (not emotion or envy) is that the government simply spent more than it took in because of “pork” projects that attempt to gain favor (in other words buy votes) from the home district. The government is out of constitutional control concerning its spending and its insatiable desire to stick its nose where the Constitution has not given it authority to. The truth of the matter is simple to understand. No matter how much revenue is collected by the federal government, the politicians will spend it. They will squander it and increase their central power with it. The Socialists are deceivers who speak in grand terms of caring for the “little guy”. In truth their deception only creates more “little guys” as more people become dependant on Socialist policies. One the worse outcomes of the liberal mind set is the philosophical harm done to poor people who come to believe that they can not achieve prosperity because of those terrible “rich” people. This lie perpetuates poverty and works right into the hands of the Socialists who desire government control of everything.

Socialism is the great hoax that continues to deceive those who have no desire to understand human nature, nor the history of human nature. It is not that most who fall for its deception desire what history teaches of its end, for its end is always tyranny. It is rather the same temptation to get something for nothing that continues today to imprison the uninformed.

The problem is not with how much money is collected. The problem is not “tax cuts for the rich”. The problem is a lack of fiscal responsibility and a federal power (both political parties) grab that institutes entitlement programs that it can’t pay for along with “pork” spending for political gain. So the next time you hear about “the rich not paying their fair share”, remember that it is simple class-envy lies made for political ideological gain. If it were not for job-creating “rich” people, we would not have jobs. The myth of tax cuts causing deficits, and rich people not paying their fair share, may tempt the mind of average people who feel it is unfair for others to prosper more than them, but there is not one shred of truth to it. No government or individual has an unalienable right to other people’s property or money. America’s Constitutional limited government principles call for the least amount of taxes necessary to fund the Constitutional mandated tasks of government and NO MORE! Socialism is anti-ethical to America’s founding principles.

People must stop listening to the sound bites, and the emotionalism that billows out of those who are opposed to personal financial freedom. Theirs is a world of government domination and redistribution of wealth. This mindset only leads to more government power and less prosperity! It is covetousness that motivates the masses which allows the leftists to proclaim their Socialist nonsense. It is the fallen way of many to believe that anyone who prospers above them must be wealthy. There is a deception in many that makes them believe they have some right to that which belongs to another. This posture is jealousy, and makes it all the more difficult for the covetous one to attain what he deceived himself to believe is his right without personal sacrifice. Long live American freedom and that freedom will always include a person’s right to work hard, invest and make more money than he or she “needs”.

AWESOME article!!! I am tired of working HARD and having the government take a huge chunk away from me. This is forced charity and backward fiscal policy. When I was young I was told that I needed to go to college and make something of myself. And if I made the sacrifices and worked hard, I would have prosperity and something to show for my hard work. Now I look at my paycheck each week and shake my head at what the government takes from me for: Welfare for millions who have been on it for YEARS. Pork projects out of control - they are everywhere! Money that ultimately goes to help illegal aliens. And the list goes on and on. Our government lost control long ago. Peace.

Mentioning distaste for taxes being used to support welfare recipients supports my thesis that the wealthier among us often have disdain for the poor. Let me lay out an idea though. Most of us give to charity in some form or another and thus deduct it from our taxes. Does it really make a difference if we physically take money and give it to some cause or if government takes it to do the same thing. It costs the same one way or the other. For those less charitable, it does force them to participate as well. Nobody lives and works in a vacuum. To be successful, others have to participate in our success by buying our product of service. It only makes sense to give back. For those in need, its more efficient to have a central office to contact. One that doesn't care who you are or what you are. With wealth comes responsibility...This being a Christian site, our Lord had a lot to say on the subject. Seems like He was more on the side of giving. In a perfect world, we could simply teach the welfare recipients how to fish which would last longer than giving them the fish. However, the lake needs fish in it to support the new skill. I don't think God looks at how wealthy or successful we are or how hard we worked when we pass. I think He cares how we treated the least among us. Welfare recipients buy stuff too. It all comes back around. Think God's divine Love.

I originally had a lengthy diatribe about what the author had to say but I decided to make it short and sweet. Nobody hates wealthy people but they may question how they use their wealth. Income taxes have nothing to do with Marxism and Communism. The rich continue to get richer while the poor continue to get poorer at any income rate. Much of wealth is used to create more wealth that doesn't benefit anyone other than stockholders or family. There is way too much greed and corruption associated with some wealthy people and corporations. Remember Enron? There also seems to be more hateful rhetoric from the top of the income spectrum than from the bottom....just listen to "right wing" radio and news networks. There appears to be much more disdain for the poor than for the wealthy. We all want to be wealthy while nobody wants to be poor. Basically, to all my wealthy friends out there...even if your income tax goes up a bit something tells me that you'll be just fine with what you have left after taxes. I'll help you as much as I can if you are suffering. Gimme a break!!!! J.D.

First of all, the Communist state that was the USSR or N. Korea were and are far from Marxism. Marxism, in itself was not the great evil. For example: a totalitarian rule by Christianity would not make Christianity by itself evil. To conflate all that with taxes in richest capitalist democracy on the planet is far reaching. Yes, there was an increase in revenues during the Reagan years as you claim but to say that it doubled is a gross exaggeration. In fact, when adjusted for inflation, revenue growth during Reagan's eight years in office was far more modest than you proclaim. Moreover, there is no consensus among economists on whether the 1981 tax cuts were the cause of those revenue increases. When adjusted for inflation to current dollars, revenues increased only from $1.077 trillion to $1.236 trillion during Reagan's term in office. In unadjusted (current) dollars, from 1981 to 1988, revenues increased from $599.3 billion to $909.3 billion. Also, income tax receipts grew noticeably more slowly than usual in the 1980s. By contrast, income tax collections grew 13 times faster in the 90s than in the 80s, when marginal income tax rates at the top of the income spectrum were raised. So if it wasnt the tax cuts, why the growth? Well in 1982, Mr. Reagan made a sharp rollback of corporate tax cuts, and a smaller rollback of individual income tax cuts. Over all, the 1982 tax increase undid about a third of the 1981 cut--as a share of G.D.P.--the increase was substantially larger than Mr. Clintons 1993 tax increase. Reagan also raised PAYROLL taxes--These are the taxes middle-class working Americans paythe money they take out of your paycheck every week. There was also a large gasoline and other excise tax increases at that timethe pinch that the middle-class and the poor feel more than anyone else. But ok, using your logic, the tax burden figures that you give suggest that the top 6% income earners were making a lot MORE money at the end of Reagans term (because of how much more they paid in taxes). So that means everyone else including the middle-class were making a lot LESS or were unemployed (44% contributed 27.5% less according to your numbers)now add the increase in payroll taxes to those smaller wages and you get the Reagan era that most Americans remember. But youre writing this now. So what will we remember of this Bush era? That he gave the only known tax-cut during wartime in known history? For example, the revenues collected from the capital gains tax (taxes on profits from investmentsby corporations and that small percentage of folks at the top) pay for our military and that tax is being cut. This disproportionately favors wealthy investors and corporationsresulting in an overall regressive tax system. Regardless if you were for or against this war, the only ones being asked to sacrifice are those men and women in the military and their families. This is shameful and immoral. Some of those corporations are turning a profit as a result not to mention that Iran is profiting as wellbut thats a whole other topic. The point is, this nation was constructed in such a way that freedom, religion and yes, capitalism have flourished for the good of many and for some, more than they need (a good thing indeed). But when it does this at the expense of others, we have the responsibility to correct it. If we want this American experiment to continue to work we must all share its responsibilities. We stand on the shoulders of giants and to contribute is our duty.

Dear age 30, VA; To state that Marxism istelf was or is not a great evil and/or to arrive at your tortured conclusions only proves one thing... that liberalism, socialism or Marxism was, is and will always be "the ideology of envy and resentment". And because of the overpowering emotional component within these ideologies, NO amount of fact-stating by David Berman, myself or anyone else for that matter will ever make a difference in your heart. Notice, that I did not say your mind. Only by dealing directly with your own emotional componenent, will you ever see the light of day and be free. My prayers go with you. In Him, scott.

    1. Another Liberal
      Posted On: 03/18/07 03:10:18 PMAge 30, VA
Im sorry, I said the great evil not a great evil. In other words, during the cold war, communism was considered the great evil of our time. Now, one might say, that the great evil is Islamo-fascism. But that wasnt even my main point. My point was that conflating the failure of the Soviet Union and N. Korea with whether or not we should have tax cuts in the United States of America is over reaching and far more complex than Mr. Berman is suggesting. But okay, lets characterize my statements as you did; How does that statement alone, prove that liberalism, socialism or Marxism was, is and will always be the ideology of envy and resentment? Also, I believe that I presented facts, not emotions, which countered Mr. Berman's facts. To add a moral component to those facts is not an emotional response. Bermans article contains many moral platitudes and I have no problem with that. Your response however seems entirely emotional. I will pray for you too.

This article is not about the war and the numbers are from the CBO. I find it sad that your thinking is that if some people make money that means that others are not. Wealth creation never comes from the bottom up since the bottom does not have investment capital. When those who invest make money they continue to invest and that is how our economy lifts everyone who is willing to work up. I do not take talking points from anyone. I have my own mind. -Dr. Berman

The cost of the Iraq War is costing us $195 million a DAY. Ill say it again $195 million a DAY. To leave out any talk of that when discussing taxes is a serious omission on your part. Like it or not, the war has just about everything to do with everything. But I dont dispute your numbers necessarily. Its how you use and chose or not chose to interpret them that I have a problem with. For example, for the total revenue growth in the 80s, you took the low number unadjusted ($517 billion) and paired with the high adjusted figure ($1 trillion) and said Wow! Look growth has doubled! Its just wrong and misleading. The other figures (tax burden percentages) I took at your word. You provided them as evidence that tax cuts allow more growth. Those at the top were contributing a higher percentage because they were earning more. So using those same numbers shows that 44% were contributing 27.5% less to over all revenue. Using your line of reasoning, this shows that they must have been making less income to be taxed and therefore a low percentage of contribution to the overall revenue. But I do not believe, as you say, that if some people make money that means that others are not. I agree with what you say about wealth creation. Im a capitalist to be sure. But you are writing this from an immovable ideological position. You fail to see this in the context of things like the war or globalization. For example mega corporations are getting huge tax breaks but are reinvesting in and outsourcing to other countries (communist ones at that). Im with you 100% on the issue of pork--bridges to nowhere are a bad thing). But our deficits have us cutting programs that invest in the future of our children, meanwhile, we are waging a war that our children and their children will have to pay for. If it is emotional to say that that is immoral, so be it.
